Bill Shorten has landed a crucial deal with the states and territories over the future of the NDIS, as a contentious bill to reshape the scheme and ensure its financial sustainability edges closer into law.

The NDIS minister announced on Wednesday first ministers had agreed to a number of co-governance changes for the $35bn scheme. These included faster timeframes for approving rules, a new dispute resolution approach, and a move from absolute support to majority support for rule changes that have “significant impacts” on people with disability.
